Module 36, The Control of Substances Hazardous to Health Regulations 2002 (COSHH)

The Control of Substances Hazardous to Health Regulations 2002 (COSHH) provide the principal framework for protecting people from health risks caused by hazardous substances at work. Designed specifically for CHCS members, this practical course bridges the gap between supply-chain responsibilities under REACH and CLP and the assessment and control of exposure under COSHH. It combines clear explanation of the legal requirements with practical exercises, real workplace case studies and first-hand insight into regulatory expectations and enforcement.

What makes this course different?

Many COSHH courses concentrate heavily on assessment and theory. This module looks beyond the paperwork to examine how substances are actually used or generated, how people become exposed and whether controls work under real workplace conditions. The course is tailored to chemical regulatory and product stewardship professionals and offers a distinctive enforcement perspective from the former Head of Enforcement in HSE’s Chemicals Regulation Division.

Course Content

The course covers the legal framework and key concepts underpinning COSHH, as well as risk assessment, control of exposure and how to sustain compliance in practice, including common compliance failures.

Who Should Attend?

The module is intended for CHCS members involved in chemical hazard communication, regulatory affairs, product stewardship, safety data sheet authoring, occupational health and safety, technical management or workplace chemical compliance.

Benefits of Attending

Delegates will develop a more confident and practical approach to COSHH compliance, including the ability to critically review COSHH assessments, make effective use of safety data sheets and apply the hierarchy of control. The course will also help delegates recognise common compliance weaknesses, understand what regulators look for and identify the evidence needed to demonstrate that exposure is adequately and sustainably controlled.

IOSH members are entitled to include this module in their continuing professional development records.

What You Will Learn

Delegates will learn how to identify substances hazardous to health, including substances generated during work activities, and how to assess their risks by considering who may be exposed, the routes of exposure and the likelihood, frequency, duration and level of exposure. The module will explain how to use supplier information and workplace exposure limits, select controls using the COSHH hierarchy and sustain control through proper use, maintenance, monitoring, health surveillance, training and planning for emergencies.

Practical exercises and real-world examples are used throughout to help delegates apply the principles introduced. Delegates will consider real workplace scenarios, review the strengths and weaknesses of COSHH assessments and supplier information, apply the hierarchy of control and examine what evidence is needed to demonstrate effective control in practice.

Legislation Covered

The module focuses on the Control of Substances Hazardous to Health Regulations 2002 and supporting HSE guidance, including the supporting Approved Code of Practice and EH40 Workplace Exposure Limits. It also examines how COSHH interacts with related legislation including REACH, CLP and DSEAR.

Module Presenter

Richard Bishop is Director of CRC Consulting and has extensive experience across UK and EU chemicals regulation, occupational health and safety, major hazards and regulatory enforcement. He was formerly Head of Enforcement of HSE’s Chemicals Regulation Division (CRD), and was the UK representative and Chair of the European Chemicals Agency (ECHA) Enforcement Forum. His experience across government, industry, consultancy and academia brings delegates a distinctive understanding of how COSHH operates in practice, how regulators assess compliance and what organisations can do to achieve practical and defensible control of exposure.

Module Deputy

Caroline Raine is an experienced chemical legislation specialist with expertise across REACH, CLP, COSHH, DSEAR and the transport of dangerous goods. A qualified Dangerous Goods Safety Adviser for road and rail, Caroline has held senior roles in industry and consultancy and is actively involved in UK and international regulatory working groups. She is recognised for translating complex legal requirements into clear, practical and workable compliance solutions.

Module Presentation

We will deliver this training using online training software, which we have used successfully for other CHCS training courses. You can use the software, free-of-charge on Windows, Macs, smartphones and tablets. The sessions will run live and delegates can interact with the tutor and other delegates. The tutor will use a PowerPoint presentation, just as they would in face-to-face training. We will provide you with copies of the presentation and all other supporting documentation in advance of the training, by email.
