    Webinar: How EU Chemicals Legislation is Made

      Webinar Overview

      In this webinar Robin Foster will describe how EU chemicals legislation is made, drawing on his experience of the negotiation at EU level of the CLP Regulation, the Biocidal Products Regulation, and REACH. He will cover both the process of agreeing these major pillars of EU chemicals legislation, and of agreeing amendments and adaptations to reflect scientific knowledge and technical developments.

      Topics and issues include:

      • Post Brexit, why it matters
      • The relevant EU institutions
      • The ‘ordinary legislative procedure’ for Directives and Regulations
      • Amendments and adaptations to technical progress – delegated procedure
      • Double majority voting system
      • Examples of outcomes of the delegated process
      • Recent changes to the delegated process in CLP
      • Implications of process and procedure for chemicals legislation

          Our Presenter

      Robin Foster
      After a first degree in chemistry and a PhD in chemical physics, Robin joined HSE as an inspector of health and safety, and for 12 years advised on, and where appropriate enforced, health and safety legislation – an experience which gave him a practical grounding in what happens in workplaces and what does and does not work in health and safety legislation.

      He then moved to HSE’s policy division, and undertook a number of roles before becoming Head of HSE’s International Chemicals Unit. He represented the UK in negotiations at EU level on, for example, classification and labelling of chemicals, REACH, biocides and chemical agents in the workplace. He also led for the UK in discussions at international level on the Globally Harmonised System for classification and labelling (GHS), and was appointed vice chair of the UN Sub-committee of experts on the GHS.

      Now retired, Robin aims to focus more on family matters, but also undertakes some consultancy.

      Webinar: United States Consumer Chemical Product Labelling

        Webinar Overview

        Unlike the European Union and United Kingdom, the United States (US) does not use any version of the GHS for the labelling of consumer chemicals (yet). The labelling of these products is covered by the US Federal Hazardous Substances Act (FHSA), found in Title 16 of the US Code of Federal Regulations.

        The contents declarations are covered by the Federal Trade Commission Regulations and at the state level, NIST Handbook 130.

        This webinar will review the labelling requirements, in addition to the requirements for child resistant packaging.

        The webinar will cover the following:

        • What is a consumer product?
        • Hazard classification
        • Chemicals requiring special labelling
        • Required label elements
        • Placement, type size, conspicuousness
        • Poison prevention packaging
        • Net contents declarations (form, size, placement)
        • Brief review of California Proposition 65 warning requirements

            Our Presenter

        Denese A. Deeds, CIH
        Denese Deeds is co-founder of IHSC, LLC IHSC, LLC (ih-sc.com), where she is the Director of Chemical Regulatory Services. In that function, she prepares safety data sheets (SDS), labels and other hazard communication documents and assists companies with overall chemical regulatory compliance. Prior to founding IHSC, she worked as an industrial hygienist for General Electric and Westinghouse.

        Denese is active on the AIHA Stewardship and Sustainability Committee and served on the team that developed the SDS and Label Author Registry. She is an AIHA Fellow, a past president of the Society for Chemical Hazard Communication (SCHC), a SDS and Label Authoring Registered Specialist, the 2014 recipient of the AIHA Alice Hamilton Award and the Lifetime Achievement Award by SCHC in 2016. Denese is a certified Industrial Hygienist, and also serves as a delegate to the GHS Subcommittee of Experts on the GHS for DGAC.

        The webinar will be of interest to organisations that are involved, or planning to be involved in the supply of consumer products to the United States, and to anyone who is interested in consumer regulation for supply to the US market.

Net contents declarations are covered by the Consumer Packaging and Labelling Act and Regulations.
