Module 3, Introduction to European and UK Chemical Regulation

Most CHCS courses look at a subject in detail. Module 3 is different because it looks horizontally across all chemical legislation. At the end of this course, delivered live, online over two consecutive mornings, participants will have the knowledge and understanding to navigate the complexities of chemicals legislation, and increased confidence to apply it in their own areas. In particular participants will:

  • Have an overview of chemicals legislation at EU level and as it applies in the UK following ‘Brexit’

  • Understand how this legislation regulates chemicals:
    • for supply (placing on the market) and transport
    • in the workplace and the environment
    • by product type
    • Understand the underlying approach across all chemical legislation to chemical risk assessment and risk management to protect people and the environment, and the mechanisms for communicating information about the hazards and risks of chemicals

    • Be able to identify the different approaches adopted in regulating chemicals, e.g.
      • bans or prohibitions
      • authorisation or restriction
      • notification
      • setting down ‘rules’ to be followed by dutyholders
      • Understand the difference between EU Regulations and Directives, and the roles of EU Agencies such as the European Chemicals Agency (ECHA), the European Food Standards Agency (EFSA), and the Occupational Safety and Health Agency (EU-OSHA)

      • Understand how EU legislation is made, how it evolves, and how that is reflected in GB/NI legislation following Brexit in, for example, UK REACH, GB CLP and GB BPR

      • Be familiar and confident with key terms such as hazard, risk, substance, mixture, placing on the market, manufacturers, importers, distributors, downstream users, etc and how these are used across chemicals legislation

This module is for you if you:

      • Want a better understanding of the principles behind the regulation of chemicals
      • Feel lost in the complexity of chemical regulation
      • Want to see the bigger picture

      Post Brexit

Although the UK is no longer an EU Member State, the provisions of European Regulations and Directives on chemicals will continue to apply in assimilated UK / GB law, at least for the foreseeable future. Northern Ireland continues to follow EU legislation. Knowledge of European chemical regulation, therefore, remains essential, not only for those exporting chemicals to EU Member States but also for those supplying and using chemicals only in the UK/GB.

      Module Tutor

Robin Foster studied chemistry at University College London, and took a PhD at Cambridge. Until March 2019 he was head of policy in the Health and Safety Executive’s International Chemicals Unit, a small policy team based in London. He represented the UK Government on a range of chemical issues, including classification and labelling of chemicals, REACH, and chemical agents in the workplace.

Robin led for the UK in negotiating the EU Classification, Labelling and Packaging Regulation (1272/2008) (CLP) and the EU Biocidal Products Regulation (528/2012). He was actively involved in the development of CLP at EU level and in the Globally Harmonised System at UN level, and was vice-chair of the UN Sub-Committee of Experts on the Globally Harmonised System for classification and labelling.

      Module Deputy

Caroline is a chemical legislation expert, with experience of interpreting and implementing legislation relating to hazardous chemicals. The knowledge Caroline has is wide ranging, covering both supply and transport legislation.

      Delegate Feedback

Comments from delegates attending previous courses:

"Great overview and introduction into chemical regulation in the UK and Europe."

It explained the EU regulations in a straightforward way, tying up a lot of loose ends I had floating around in my head.”

“A good high-level overview for people new to the world of compliance. Links to web-based information very useful for the more experienced.”

"Engaging presenter and good practical exercises to cement the main points."

"Training was provided at an easy to follow pace and was presented in a very methodical order."

      Module Presentation

We will deliver this training using online training software, which we have used successfully for other CHCS training courses. You can use the software, free-of-charge on Windows, Macs, smartphones and tablets.

The sessions will run live and delegates can interact with the tutor and other delegates using the online software. The tutor will use a PowerPoint presentation, just as they would in face-to-face training. We will provide you with copies of the presentation and all other supporting documentation in advance of the training, by email.
