For the first time, key CHCS training personnel will come together to share their knowledge and provide valuable insights into key registration topics. This workshop will commence with presentations from our key training personnel and be followed by break-out sessions, which will give you the opportunity to gain knowledge and information that is key to your activities. The Programme is designed to appeal to a variety of interested parties, including registrants and downstream users.

 

Of particular note is the format of the meeting to combine some presentations in the morning with smaller ‘workshops’ in the afternoon.  These will allow small group discussions that can go into greater depth and will allow specific cases to be discussed (within remits of confidentiality).

 

Each of these small groups will be led by those who are directly involved in the process and by having each group based on 50 minutes discussion, there is time to attend all three groups, or to sit through a particular workshop more than once to get differing perspectives from others who are involved – we know from our training days that a lot can be learned from each other and it is not just a case of listening to a speaker.

 

Workshop 1   Working in a SIEF

There are a number of rules to follow when working in a SIEF; some of these are ‘polite’ good business rules, but others are legally important and will include contractual agreements, anti-competitive action and equitable cost share.  Other areas are more vague (what is ‘fair’ when sharing costs?) and how are disputes handled?

 

Workshop 2   Data opt-out

Although necessary to be part of a Joint Registration, there are options to opt-out of specific endpoints.  Some may not be applicable to your use (eg intermediates) or where unnecessary or excessive testing has been performed, but more often this is when public data will allow construction of a compliant dossier or when the Lead Registrant has charged excessive (anti-competitive?) costs for administration or legal fees. However, there are many cases where costs are genuinely high due to the level of testing needed. Understanding options is important.

 

Workshop 3   Downstream user work group

Downstream users need to check that substances are not only REACH compliant but also registered for their uses and there is a balance between being assured that generic uses are sufficient or knowing where your use is not covered.  The decision will in part be in relation to the hazard (and therefore risk) from the substance or use, but also will need to consider other factors.  There are also checks on Substances of Very High Concern and other parts of REACH to worry about such as SDS and the new proposed SUMIs.

Overview of the REACH registration processes, from data gathering to public dissemination, focus on SMEs not acting as lead registrant; technical information requirements for a REACH dossier and how this information can be obtained; Outline of the registration dossier - who completes what; Preparation of the technical dossier and chemical safety report in electronic format and submission via the ECHA REACH-IT portal. Information that can be kept confidential from co-registrants within the SIEF and from the public domain; estimation of the costs associated with REACH registration.

The Speakers and Moderators

Gill Pagliuca is the Chair of CHCS and works as a consultant for Denehurst Chemical Safety, working alongside Mark Selby, She provides advice and assistance to customers in a wide variety of companies on REACH, CLP and transport of dangerous goods regulations. She is a presenter on training courses on REACH and CLP run by CHCS and REACHReady. Gill is also a regular contributor of articles on issues relating to CLP and transport of dangerous goods regulations to Croner’s hazard information publications. 

Mark Selby, Director of Denehurst Chemical Safety has worked in the area of regulatory science for over 30 years, starting with a UK-based speciality chemical manufacturer before working for 10 years at a major international contract research organisation.  Working for the last 16 years as an independent consultant with Denehurst Chemical Safety Ltd, Mark provides training and advice on the use of data for classification and labelling and for environmental and workplace risk assessments in support of a range of EU chemical supply legislation including SDS.  Mark is also working with REACHReady as part of their industry help desk and is a regular author of technical guidance. Mark is a regular trainer for CHCS, running modules for Advanced SDS writing, Ecotoxicity, Risk Characterisation and the Chemical Safety Report and Exposure Scenarios.

Mel Cooke has 21 years of experience in chemicals legislation. He is founder and director at Alchemy Compliance, a regulatory consultancy specialising in the supply of industrial chemicals, particularly with the REACH and CLP Regulations, and the authoring of safety data sheets. He has published numerous articles relating to chemical safety and supply legislation. Before that, Mel was heavily involved in the notification of new chemicals and headed up a group involved in notification of biocidal active ingredients. He has a PhD in chemistry from the University of Leicester, and worked for several years in the publishing of chemical research journals.

Caroline Raine works at the National Chemical emergency Centre (NCEC) and is the lead REACH consultant for a number of REACH customers, providing registration support and only representative services.

Susan Bentley is a consultant in chemical supply and dangerous goods transport, with extensive experience in the global chemical, pharmaceutical, marine, energy and aerospace industries.  Her main area of expertise is toxicology, but she also specialises in REACH, Health & Safety and Risk Management, compilation of Safety Data Sheets, Safe Supply, Use, Storage, Handling and Transport of Hazardous Chemicals and Dangerous Goods, particularly Classification and Labelling, information provision for Supply and Transport and Dangerous Goods Security Plans.  She has represented the International Federation of Pharmaceutical Manufacturers & Associations (IFPMA) on the UN Dangerous Goods Working Party of the Sub-Committee of Experts (ECOSOC), which successfully influenced changes to the UN Orange Book and in conjunction with the Association of the British Pharmaceutical Industry (ABPI) EHS expert network took an active part in the successful lobbying of European regulators to reduce the EU-GHS compliance burden
