Module 57, SEVESO Directive / COMAH Regulations: Determine whether your site is in scope of the Directive, understand compliance duties for lower tier sites, and get an outline of upper tier duties

This module will help you determine if you are in scope of Directive 2012/18/EU on the Control of major-accident hazards involving dangerous substances, otherwise known as the SEVESO III Directive and the UK COMAH 2015 Regulations transposing the Directive. It will also cover the main duties for lower tier establishments and outline the main duties for upper tier sites.
SEVESO I Directive arose from a major accident in Seveso, Italy in 1976 and was implemented across the EU as a Directive (Directive 82/501/EEC) to prevent similar major accidents. Each EU member state adopted this Directive in its local Legislation. The UK introduced the directive as “Control of Major Accident Hazards (COMAH) Regulations” in 1999. The SEVESO Directive has been revised twice with the latest SEVESO III Directive implemented in the UK as COMAH 2015 Regulations with effect from 1 June 2015.
Who Should Attend?
This module is aimed at those with responsibility for SEVESO /UK COMAH-related activities, pre-COMAH sites and those organisations coming into scope. It will also appeal to organisations already in scope, providing detailed information on lower tier duties, serving as a refresher course. The Module will explain how to apply the classification rules to dangerous substance inventories to determine whether in scope. It will also cover the main duties for lower tier sites in detail, outline upper tier duties and the responsibilities of competent authorities.

Attending this Module will ensure that you understand the legal duties that apply to your establishment and how to comply with these. The most important aspect of this training is that it will help you to identify and manage the major accident hazard risks within the establishment. It will help you to take preventive as well as mitigative measures to minimise the risk of catastrophic failure resulting in fatalities and/ or severe pollution to the environment. To ensure the most effective training with optimum involvement in participative exercises, there will be a limit of 14 on the number of students.
IOSH members are entitled to include this module in their continuing professional development (CPD) records.
What You Will Learn
The presentation is interspersed with exercises using a variety of resources to enable participants to gain confidence and ensure a good understanding of how to determine if your establishment is in scope of the legislation, and at what level.
It then moves on to provide the knowledge necessary to comply with various duties that apply to lower tier establishments.
The focus of this Module is on providing:
- information on where to find relevant information in safety data sheets and how to use it
- practical, proprietary Excel Templates to work out if in scope using your site inventory of dangerous substances
- how to notify the Competent Authority if in scope
- major accident scenarios and lessons to be learnt
- practical advice on what to expect once your establishment has notified the Competent Authority
- how to prepare for any follow up visits from regulators
- template for developing your individual Major Accident Prevention Policy.

Module Tutor
This module will be presented by Shailesh Purohit. Shailesh is a Chartered Fellow of the Institution of Safety and Health (CFIOSH) and an experienced Chemical Technologist with degrees in Science, Chemical Engineering and an Environmental Diploma, with experience of interpreting and implementing SEVESO / COMAH legislation relating to dangerous substances. He has been responsible for compliance with SEVESO / COMAH of an International European Coatings Company and more recently for a major International Fuel Storage and Distribution Company as a Process Safety Engineer. He has been a DGSA for fifteen years in the transport of hazardous goods by road. He has been an active member of IOSH Hazardous Industry Group for several years and has representation on the UK National Process Safety Forum.
Delegate Feedback
Participants will need to have available copies of their dangerous substance Safety Data Sheets. Experience has shown that delegates may find hard copy easier to use for the exercises than pdfs. They will also need calculators or access to a Spreadsheet to apply the various COMAH Aggregation Rules to determine if they are in scope.
Module Presentation
We will deliver this training using online presentation software, which we have used successfully for other CHCS events and training. You can use the software, free-of-charge on Windows, Macs, smartphones and tablets.
The sessions will run live and delegates can interact with the tutor and other delegates using their device microphone. The tutor will use a PowerPoint presentation, just as they would in face-to-face training. We will provide you with copies of the presentation and all other supporting documentation in advance of the training, by email.
Delegates can be substituted at any time, subject to payment of membership fee if applicable. However, once booked, the full fee is payable. As this is a limited space training event refunds can only be made if CHCS is notified in advance, and is able to successfully re-offer the place to another delegate.
CHCS reserves the right to alter or cancel the programme due to circumstances beyond our control. If CHCS cancels, then refunds will be made.
